Sounds like a wiper transmission is broken. They call it a transmission, but it is a series of rods and linkages that connect both arms to each other and the motor. There are pivots at each connection that seize and can break altogether. Try tightening the arm down from the top. If that does not work, you will need to go to your local tech and have the transmission looked at. Good luck.
